Legislative Update: Spring 2004 |

As the BRIDG representative for the UMR Center for Entrepreneurship and Outreach (CEO), I report on the status of bills pending before the state legislature that have a potential impact on small business. Last year I wrote a short overview of the legislative process here in Missouri, which can be found on the UMR CEO site at www.umrceo.net/BusRsrch/LegSummary.html and on the BRIDG site at www.missouribusiness.net/bridg/legislative_reports.asp. Beginning with the current legislative session I have reported on the bills being reviewed by the Small Business Committee in the House and by the Small Business, Insurance and Industrial Relations in the Senate. On the CEO site you can find a brief synopsis of the bill with links to the actual text of the bill and information on the legislative sponsor of the bill (see www.umrceo.net/BusRsrch/LegSummary.html). The 2004 regular session is over now and the result is that two of the tracked bills, HB 978 and SB 966, were passed. These bills have not yet gone to the Governor for signing. Below these bills are listed along with a brief explanation of the bill.
SB 966 Establishes requirements a temporary help firm employee must follow before claiming unemployment benefits. This bill was greatly expanded and now also creates a "Missouri State Unemployment Council." The council has as its charge to:

HB 978 Creates the Small Business Regulatory Fairness Board to serve
as liaison between state agencies and small businesses. Latest Actions:
On March 31, 2003, the House voted to pass the bill. The bill is now at
the Senate and being referred to the Financial and Governmental Org.,

Senate Bill (SB) 736 proposes to establish the "Open Contracting Act" which prohibits public agencies from imposing certain labor requirements as a condition of performing public works. Latest New Action: No further Action taken. SB 1204 Prohibits any contractor to bid on or perform work where the bid includes any wage subsidies or rebates. Latest New Action: On March 3, 2003, the Senate committee voted "do pass." House Bill (HB) 838 Requires certification that minority and women-owned businesses can provide services they offer. Latest New Action: No further Action taken. House Bill 1572 requires the office of administration to apply reciprocal restrictive certification procedures as required by the home state of the incoming businesses domicile. Latest New Action: HB 1572 was passed by the House on March 30, 2004. The Senate committee had the bill and voted "do pass" on April 14 and the bill was placed on the consent calendar. HB 1520 Authorizes directional or on-premises signs for businesses near
state highways. Latest New Action: The House committee held a public hearing
on March 3, 2004. Mr. Anderson will report upon the bills coming before the Small Business committees in the next session starting in January of next year.
